The Ultimate Guide to Buying Your First Property in Dubai as a Foreigner

Dubai has become one of the most attractive real estate markets in the world for international investors — and for good reason. With zero property tax, high rental yields, and a booming economy, the city offers opportunities that are hard to find elsewhere. But as a foreign buyer stepping into this market for the first time, the process can feel overwhelming. After years of guiding clients through their first Dubai purchase, here's everything I wish someone had told them from day one.


Understanding Freehold vs. Leasehold

The most important distinction you need to understand is freehold ownership. As a foreigner, you can only buy property in designated freehold areas — these include Dubai Marina, Downtown Dubai, Palm Jumeirah, Jumeirah Village Circle (JVC), Business Bay, and Arabian Ranches, among others. In freehold zones, you own the property outright, including the land it sits on. Leasehold, on the other hand, gives you ownership rights for a fixed period — typically 99 years — but the land remains with the developer.


My advice: always buy freehold unless a specific project in a leasehold zone genuinely meets your investment goals.


The True Cost of Buying — Beyond the Price Tag

Most buyers come to me focused solely on the property price. What surprises them is the cascade of fees that come on top. Here's a realistic breakdown:

  • Dubai Land Department (DLD) Transfer Fee: 4% of the purchase price — this is non-negotiable and paid at the time of transfer

  • Agent Commission: Typically 2% of the purchase price

  • NOC Fee: AED 500 – AED 5,000 depending on the developer

  • Mortgage Registration Fee: 0.25% of the loan amount (if financing)

  • Valuation Fee: AED 2,500 – AED 3,500

A AED 1,500,000 apartment, in practice, costs closer to AED 1,590,000 to AED 1,620,000 all-in. Always budget for this from the start.


Getting Your Finances in Order

If you're planning to finance, UAE banks offer mortgages to non-residents and expats — though terms differ. As a non-resident, you'll typically be looking at a maximum 50% Loan-to-Value (LTV) ratio, meaning a 50% down payment. UAE residents can borrow up to 80% LTV for properties under AED 5 million. Interest rates currently sit between 4.5% – 5.5% depending on the bank and your profile.

Get your mortgage pre-approval letter before you start viewing properties. It tells you exactly what you can afford, and it makes your offer far more credible to sellers.


The Role of a Registered Agent

In Dubai, real estate agents are regulated by RERA (Real Estate Regulatory Agency). Always verify your agent's RERA card — it's a legal requirement for any agent to hold one. Working with an unregistered broker isn't just risky, it can expose you to significant legal complications.


The Buying Process — Step by Step

Shortlist properties and conduct viewings

  1. Make an offer and negotiate terms

  2. Sign the Memorandum of Understanding (MOU / Form F)

  3. Pay the 10% security deposit (held in trust or paid to seller)

  4. Apply for No Objection Certificate (NOC) from the developer

  5. Transfer of ownership at the Dubai Land Department or a trustee office

  6. Receive your Title Deed

The entire process, from signed MOU to title deed, typically takes 30–60 days for a cash purchase, and 60–90 days if a mortgage is involved.

Don't rush. The Dubai market is active, but good opportunities are not as rare as some agents will have you believe. Take the time to understand the community, the developer's reputation, service charge history, and the realistic rental demand for that area. The best investment isn't always the flashiest — it's the one that performs consistently over time.
